What the UAE law actually says
Article 10 of Federal Decree-Law No. 34 of 2021 on countering rumours and cybercrimes is headed “Circumventing the Information Network with the Intention of Committing a Crime”. It punishes anyone “who circumvents the protocol address of an information network by using an address belonging to another person, or by any other means, with the intent to commit a crime or to prevent its detection” with temporary imprisonment and a fine of not less than AED 500,000 and not more than AED 2,000,000, or either.
The operative words are “with the intent to commit a crime”. A VPN on its own is not an offence. Germany’s Foreign Office confirms that reading: VPN software is punishable when used in connection with other violations, and it names visiting illegal websites and downloading copyrighted content as examples. Freedom House and the Khaleej Times go a step further and say using a VPN to reach blocked sites or banned calling apps falls under the rule. None of the sources documents a tourist being fined.

When a VPN is worth it in Dubai
Hotel, mall and airport Wi-Fi is where most visitors go online, and that is where a VPN earns its place: it encrypts your logins on networks you do not control. It also lets you reach services at home that refuse foreign connections. The bigger risk: what you post
Every government source we read warns about online speech in the UAE more than about VPNs. The US State Department says people have been arrested and convicted for social media posts that authorities decided disturbed public order, and that even an online review that embarrasses or offends someone can lead to arrest. The UK government says swearing and rude gestures online are illegal. Keep reviews factual and polite, and do not post photos of people without their consent.

Germany’s Foreign Office says some widely used messaging apps can only send messages and voice messages in the UAE, not place calls, and Freedom House reported WhatsApp voice calls, Viber and FaceTime still blocked in 2024. Normal mobile calls and approved video conferencing apps such as Microsoft Teams and Zoom work.
Can I use a VPN to make WhatsApp calls in the UAE?
We would not. Freedom House says using banned VoIP services through a VPN is punishable under the law against using VPNs to commit a crime and under telecom rules, and the Khaleej Times reads the law the same way. Use a normal phone call, a video conferencing app the regulator allows, or call once you are outside the country.
