Quick Answer

The best underseat luggage with wheels in 2026 is the LUGGEX Underseat Carry On Bag: at 15.7 x 13 x 7.7 inches and 4.8 lb, its published size fits the free personal item limits of American Airlines, Frontier and Allegiant (18 x 14 x 8 inches), JetBlue (17 x 13 x 8 inches) and easyJet (45 x 36 x 20 cm). If you fly American or Frontier and want every legal inch, the Flight Knight hardside spinner is built to exactly 18 x 14 x 8 inches including its wheels. Two limits that no wheeled bag in this guide meets are United’s 9 x 10 x 17 inches and Ryanair’s 40 x 30 x 20 cm, so on those airlines a soft personal item bag is the better buy. Delta, Southwest and Alaska publish no personal item size at all, which is where the Travelpro Maxlite 5 Rolling Underseat Tote earns its place. Wheels and handles count toward the limit on United, Frontier and easyJet.
Key takeaways
  • Best overall: LUGGEX Underseat. 15.7 x 13 x 7.7 in fits American, Frontier, Allegiant, JetBlue and easyJet on paper.
  • Most space on American or Frontier: Flight Knight. Exactly 18 x 14 x 8 in including wheels, hardside, eight spinner wheels.
  • No wheeled bag here fits United (9 x 10 x 17 in) or Ryanair (40 x 30 x 20 cm). Use a soft bag on those airlines.
  • Delta, Southwest and Alaska publish no personal item size. The Travelpro Maxlite 5 tote and the Amazon Basics roller suit those carriers.
  • Wheels and handles count. United, Frontier and easyJet say so on their own baggage pages.
  • Spirit Airlines stopped flying on 2 May 2026. Its “18x14x8” name on listings is now just a size.

Best underseat luggage with wheels: the size printed on the airline page decides, not the listing title

An underseat bag with wheels is a small rolling suitcase sized to go under the seat in front of you as your free personal item, the one bag every fare includes. It matters most on basic economy fares, where that personal item is often the only free bag you get.

The catch is that wheels take space. A 25-litre backpack folds into almost any sizer; a 25-litre roller has a wheel base and a handle channel that cannot squash. So the question is not “is it airline approved”, which every listing claims, but whether its outside dimensions fit the box your airline actually publishes.

Skip this page if you fly mostly United or Ryanair. Their under-seat limits are too narrow for any wheeled bag that passed our screen, and the personal item bag guide has soft bags that fit both.

How VoyageHacks picked these six

VoyageHacks read the personal item rules on the baggage pages of ten airlines on 29 October 2026, then compared them with the manufacturers’ published outer dimensions for 25 wheeled underseat bags on Amazon. A bag made the list only if its maker publishes outer dimensions, it is in stock from the brand’s own listing, it has a long track record with buyers, and its critical reviews describe no defect most owners would hit. Nothing here was bench-tested, and no price appears because Amazon’s live price is on each card.

Which bag fits which airline

This is the original part of the guide. For each bag and each published limit, the three bag dimensions are sorted largest to smallest and compared with the three limits in the same order. A “Yes” means the maker’s published outer size is at or under the airline’s published limit.

Three things the table shows:

  • United’s 10 inch width is the wall. Every wheeled bag here is nearly 13 inches or more across its second-largest side.
  • Ryanair’s 30 cm width stops them too. The narrowest bag here is 33 cm.
  • The Travelpro and Amazon Basics fit no published personal item box. Both are sized for the space under most seats, which is what Delta, Southwest and Alaska ask for, and both fit Southwest’s 24 x 16 x 10 inch carry-on limit.

LUGGEX Underseat Carry On Bag: the one that fits the most airlines

Check price on Amazon

The LUGGEX is a 15.7 x 13 x 7.7 inch soft roller with 26 litres in total, a padded 15.6 inch laptop compartment, an aluminium telescopic handle and a sleeve that slides over a larger suitcase’s handle. At 4.8 lb it is also one of the two lightest bags here.

Its size is the point: it sits inside the 18 x 14 x 8 inch box of American, Frontier and Allegiant and inside JetBlue’s tighter 17 x 13 x 8 inches, with 0.3 inches to spare on depth. LUGGEX’s own listing warns that an overstuffed front pocket can push it past the limit, which is honest and worth heeding.

Buy it if you fly more than one US airline and want one roller that works on all of them. Skip it if you hate two-wheel bags: some buyers say it is awkward to steer and a few report a wheel that stopped rolling smoothly. The four-wheel alternative is the Flight Knight below.

Flight Knight 18x14x8: the most space American and Frontier allow

Check price on Amazon

The Flight Knight hardside spinner is built to exactly 18 x 14 x 8 inches including handles and wheels, with 25 litres, eight spinner wheels, a built-in TSA lock and a USB port (the power bank goes inside, see our power bank rules by airline). A hard shell cannot bulge, so the size on the label is the size at the gate.

There is no margin, though. It fits American, Frontier and Allegiant exactly and nothing tighter: it is too long for JetBlue and for easyJet’s 45 cm.

Buy it if you fly Frontier or American basic fares and want the biggest legal personal item. Skip it if you fly JetBlue or easyJet too, and know that some buyers say the retractable handle broke within the first weeks. The Hanke 14 inch hardside is a smaller four-wheel alternative, though its 8.46 inch depth is just over the 8 inch limit.

EMPSIGN Underseat Wheeled Bag: the budget soft roller

Check price on Amazon

The EMPSIGN is a 16 x 13.2 x 7.5 inch soft roller with 25 litres, a 15.6 inch laptop compartment, a side pocket for a bottle or umbrella and a 180 degree opening that makes the security tray easy. It weighs 5.1 lb.

It fits the 18 x 14 x 8 inch box and easyJet’s 45 x 36 x 20 cm. On JetBlue it is 0.2 inches wider than the published 13 inches, which a soft side absorbs but which you cannot argue from the page.

Buy it if you want a LUGGEX-style roller for American, Frontier or easyJet and spend less. Skip it if you need a handle you can trust: the complaint buyers report most is a telescoping handle that comes loose or sticks. The LUGGEX is the sturdier alternative.

BAGSMART Underseat Carry On: the slimmest roller

Check price on Amazon

The BAGSMART publishes external dimensions of 17.16 x 12.99 x 7.09 inches with 25 litres and 5.51 lb. At 7.09 inches deep it is the slimmest bag here, which leaves almost an inch of room under the 8 inch limits and keeps it inside easyJet’s 20 cm depth with a full front pocket.

It is 0.16 inches longer than JetBlue’s 17 inches, so treat JetBlue as a maybe.

Buy it if you fly easyJet and US airlines and want depth to spare. Skip it if you are hard on zippers: some buyers say zipper pulls fell off or the zip separated, and a few call the handle weak. The EMPSIGN is the alternative at a similar size.

Travelpro Maxlite 5 Rolling Underseat Tote: the brand pick for Delta and Southwest

Check price on Amazon

The Travelpro Maxlite 5 Rolling Underseat Tote measures 15.5 x 16.25 x 8.5 inches overall including wheels and handle, holds 32 litres (the most here) and weighs 5.4 lb on in-line skate wheels.

It is too wide and too deep for every published personal item limit in our table. That is fine on Delta, Southwest and Alaska, whose rule is simply that the personal item fits under the seat in front of you. As a carry-on it fits Southwest’s 24 x 16 x 10 inches, but its 15.5 inch side is over the 14 inches American, Delta and Alaska allow.

Buy it if you fly Delta, Southwest or Alaska and want the most packing space in a bag that rolls well. Skip it if you fly Frontier, American basic fares or JetBlue, and note the complaint buyers report most: it can be a few inches too wide for some seats, window seats in particular. For those airlines, buy the LUGGEX instead.

Amazon Basics Underseat Carry-On: the budget roller with the longest track record

Check price on Amazon

The Amazon Basics roller is 13.4 x 14.2 x 9.5 inches including wheels, 22 litres and 4.69 lb, with a sleeve that slips over a larger suitcase handle. It has by far the longest buyer track record of any bag in this guide.

At 9.5 inches deep it is over every 8 inch personal item limit and half an inch over the 9 inch depth of a 22 x 14 x 9 inch carry-on. It works best as the personal item on Delta, Southwest and Alaska, or rolling on top of a carry-on suitcase through the airport.

Buy it if you want a cheap, proven overnight roller. Skip it if you need it to pass an 18 x 14 x 8 inch sizer, and know that the complaint buyers report most is a handle that will not stay up or lock. The EMPSIGN is the budget alternative that fits the sizer.

The rules: every airline’s personal item limit, from its own page

A personal item is the one bag every fare includes free, which must fit under the seat in front of you. A carry-on is the larger overhead-bin bag, which some fares charge for. These are the personal item limits as each airline publishes them, read on 29 October 2026.

Spirit Airlines is not in the table because it no longer flies. On 2 May 2026 Spirit announced “an orderly wind-down of our operations, effective immediately”, per its statement quoted by NPR. The “Spirit-approved 18x14x8” wording on many listings is now only a size, and that size survives at American, Frontier and Allegiant.

Ryanair’s limit is 40 x 30 x 20 cm, not the 40 x 20 x 25 cm many older guides still quote. Frontier adds one line that matters for rollers: “The size of your personal item will be checked during boarding.”

What goes wrong at the gate

  • The listing quotes the body, not the bag. Wheels add about an inch of depth and a handle channel adds width. Three of our six makers state that their figure includes wheels; for the other three, measure at home on the wheels.
  • The front pocket bulges. A soft roller packed to the zip can gain half an inch. LUGGEX warns about this in its own listing.
  • The seat is narrower than the rule. Under-seat space varies by aircraft and seat, and buyers of the wider bags here most often report problems in window seats. Bulkhead and exit rows have no under-seat space at all, so the bag goes overhead.
  • The pet carrier is the personal item. On Southwest and JetBlue a pet carrier counts as your personal item or your carry-on, so the roller has to become the other bag.
  • Some items do not count. American exempts diaper bags (one per child), a breast pump, strollers, child safety seats and medical devices, so a family’s underseat roller is not competing with them. Families should also look at our kids’ luggage picks.
  • Two wheels tip in the aisle. Carry a two-wheel roller down the aisle rather than dragging it sideways.

Put a luggage tracker inside if the bag might be gate-checked, and weigh it on a luggage scale before an easyJet flight, the only airline here with a weight limit on the under-seat bag.

Gifting and timing

A wheeled underseat bag is a safe gift for anyone who flies basic economy, as long as you know which airline they fly: check the table above before you buy. Luggage typically turns up in Black Friday sales (27 November 2026 this year), and the cards above always show Amazon’s live price.

Frequently Asked Questions

What is the best underseat luggage with wheels?

For most US flyers the best underseat luggage with wheels is the LUGGEX Underseat Carry On Bag: at 15.7 x 13 x 7.7 inches it fits the 18 x 14 x 8 inch personal item limit of American Airlines, Frontier and Allegiant and JetBlue’s 17 x 13 x 8 inches. If you fly only American or Frontier and want the most space, the Flight Knight hardside spinner is built to exactly 18 x 14 x 8 inches including its wheels.

Do wheels count toward personal item size?

Yes. United tells passengers to include the handle and wheels when measuring, Frontier’s 18 x 14 x 8 inch limit includes handles, wheels and straps, and easyJet’s 45 x 36 x 20 cm under-seat limit includes any handles and wheels. Delta, Southwest and Alaska state the same for carry-on bags. Measure the bag standing on its wheels with the handle pushed down, not the listing’s body size.

Is there a wheeled underseat bag that fits United’s personal item size?

Not one that passed VoyageHacks’ screen. United’s personal item limit is 9 x 10 x 17 inches including handle and wheels, and a 10 inch width leaves almost no room for a wheel base and a handle channel. On United, and especially on Basic Economy where the personal item is your only free bag, use a soft personal item bag that is no more than 10 inches wide.

What size is a personal item on Ryanair and easyJet?

Ryanair includes one small personal bag of 40 x 30 x 20 cm on all fares, which must fit under the seat. easyJet allows one under-seat bag of up to 45 x 36 x 20 cm including handles and wheels, with a maximum weight of 15 kg. Most wheeled underseat bags are too wide for Ryanair, so pack a soft bag there.

Does the Spirit 18x14x8 personal item size still apply?

No. Spirit Airlines ceased operations on 2 May 2026, when it announced an orderly wind-down effective immediately and cancelled all flights. The 18 x 14 x 8 inch size lives on because American Airlines, Frontier and Allegiant publish the same figure, so a bag sold as Spirit-sized is still a useful size. Check the inches, not the airline in the listing title.

Can underseat luggage go in the overhead bin?

Yes, as your carry-on on fares that include one. The four bags in this guide that are 8 inches deep or less fit the 22 x 14 x 9 inch carry-on limit American, Delta and Alaska publish, and every bag here fits Southwest’s 24 x 16 x 10 inches. What you cannot do is bring it as a personal item and put it overhead on a fare with no carry-on: on United Basic Economy and Frontier’s base fare, it must go under the seat.

The bottom line

Buy the LUGGEX if you fly several US airlines, the Flight Knight for the biggest legal bag on American or Frontier, the EMPSIGN or BAGSMART for easyJet as well, and the Travelpro if you fly Delta, Southwest or Alaska. On United and Ryanair, skip wheels and pick from our personal item bags. Pair it with packing cubes, see the luggage sets if you need a full set, check European baggage fees before a budget flight, and find the rest of the kit in the travel gear hub.
