Québec City is, in UNESCO’s words, the only North American city to have preserved its ramparts, and in winter the walls and steep streets sit under snow for months. The questions that decide the trip are which winter dates to aim for, how cold it really gets, and where to sleep. Dates, fares and prices below were checked on 29 October 2026.
When is the best time to visit Québec City?
There are two good answers. June to September is warm and easy, with highs of 19 to 25°C. December to February is the season the city is famous for: Christmas market, snow on the ramparts and the Carnaval. The figures are Environment and Climate Change Canada’s 1991-2020 normals for Québec Jean Lesage International Airport.
| Month | Average high / low | Precipitation | What to expect |
|---|---|---|---|
| November | 3.6°C / -3.8°C | 90.9 mm, 25.6 cm of snow | First snow; Christmas market opens on 19 November 2026 |
| December | -3.3°C / -11.4°C | 96.2 mm, 75.7 cm of snow | The snowiest month; market until 23 December, toboggan slide from 4 December |
| January | -7.1°C / -16.7°C | 86.7 mm, 69.1 cm of snow | The coldest month; Hôtel de Glace open, quietest streets |
| February | -5.0°C / -15.7°C | 65.7 mm, 64.3 cm of snow | Carnaval de Québec, 5 to 14 February 2027 |
| March–April | 0.4–8.3°C / -9.3 to -1.2°C | 78–94 mm | Thaw and slush; the last snow |
| May–June | 17.5–22.5°C / 5.6–10.8°C | 92–115 mm | Green, mild and still quiet |
| July–August | 24.0–25.0°C / 12.8–13.9°C | 109–119 mm | Warmest and busiest months |
| September–October | 11.3–19.1°C / 2.4–8.3°C | 111–116 mm | Fall colour and cool days |
Québec City is colder than Montréal: January averages -7.1°C by day here against -5.0°C at Montréal-Trudeau. The lowest wind chill recorded at the airport in 1991-2020 was -48.6°C, in January 2004. A double-zip pulls the air out so a week of clothes shrinks to a few inches thick, and you get eight pieces (cubes plus a shoe and laundry bag) for roughly the price of one branded cube. The fabric is thin and the zips aren’t lifetime kit, but for the money nothing beats it.

The old city is small, steep and walkable, so the main choice is inside the walls or just outside them.
| Area | Best for | Trade-off |
|---|---|---|
| Upper Town, inside the walls (Vieux-Québec) | The Christmas market sites, Dufferin Terrace, the Château Frontenac and the ramparts on foot | Highest prices, and the first to sell out for Carnaval weekends |
| Lower Town (Petit-Champlain and Place Royale) | Narrow old streets under the cliff, cafés and the riverfront | Icy stairs and slopes up to the Upper Town in winter |
| Saint-Roch | Lower prices, local restaurants, and RTC route 80 from the airport ends downtown here | A steep walk or a bus ride up to the old city |
| Montcalm and Grande Allée | Just outside the walls, near the Plains of Abraham | Fewer hotels with old-city character |
First winter visit? Sleep inside the walls if the budget allows, because a five-minute walk back to your room matters when it is -15°C. Compare Québec City hotel prices by area .

Québec City in winter: what to actually do
Start on Dufferin Terrace, the wooden boardwalk under the Château Frontenac, and take a run down the toboggan slide that Au 1884 operates there. Then walk the market sites around Place de l’Hôtel-de-Ville in the late afternoon, when the lights come on. Between walks, warm up in the cafés of the Lower Town. In February, the Carnaval adds the Ice Palace of Bonhomme, night parades and snow sculptures, and the Effigy pass also carries 14 discount coupons for local businesses. UNESCO inscribed the Historic District of Old Québec in 1985, and the walls, gates and Citadel are free to see from outside.
What day trips can you take from Québec City?
- Montmorency Falls. Sépaq’s Parc de la Chute-Montmorency sits 15 minutes from Old Québec, and its waterfall is 83 metres high. From 2 November 2026 to 31 March 2027, adults who live outside Québec pay C$10.42 plus tax, and visitors under 18 enter free.
- Hôtel de Glace. The ice hotel at Village Vacances Valcartier is rebuilt every winter. Day visits start at C$25.99 online; after 8 p.m. the rooms are reserved for overnight guests.
- Montréal. At 3 hours 26 minutes by VIA Rail, Montréal is better as the other half of a two-city trip than as a day trip, and it runs its own Christmas market and winter festivals.
What goes wrong on a Québec City trip?
- Arriving on a market Tuesday. The German Christmas Market opens Thursday to Sunday only, apart from 21 to 23 December. Plan a Thursday-to-Sunday stay.
- Expecting the Montmorency cable car. Sépaq lists the cable car and service centre as closed from 2 November to 18 December 2026 and from 4 January to 5 February 2027. The site stays open, but you walk.
- Counting on the ice hotel’s first day. Valcartier says the 26 December opening can move with the weather.
- Buying a flex slide ticket for the holidays. The C$8 flex ticket is not valid from 19 December to 3 January; buy a dated ticket instead.
- Paying the full Effigy price. The pass rises from C$29 to C$39 plus tax on 18 January 2027.
- Forgetting the eTA. Most visa-exempt travellers flying to Canada need an eTA, which costs C$7 on canada.ca and is valid for up to five years. US citizens do not need one.
